Former Lancaster Officer Convicted of Rape

A Lancaster County jury has convicted former police officer Andrew Selby of multiple charges, including two counts of rape, for sexually assaulting underage girls in the late 1990s. The verdict was delivered on Thursday (June 26) after a three-day trial. Selby, 55, was found guilty on seven of eight charges, including sexual assault and involuntary deviate sexual intercourse with a person under 13. He was acquitted on one count of rape.

Selby used his position as a police officer to gain the trust of young girls, who were victims in cases he was assigned to investigate. According to the Lancaster County District Attorney's Office, Selby abused this trust to satisfy his own desires. One victim testified that she viewed Selby as a "guardian" when he was assigned to her case in 1997, only for him to later assault her.

The investigation into Selby began in early 2024 when a victim contacted the Lancaster City Bureau of Police about the initial rape investigation. She reported that Selby had also assaulted her. As more victims came forward, the evidence against Selby grew. During the trial, the prosecution demonstrated that the victims, who did not know each other, had no motive other than seeking justice.

District Attorney Heather Adams praised the victims' courage and the prosecution team's dedication. "We hope that this verdict brings peace to all the victims and contributes to a path of healing," Adams stated.

Selby's bail is set at $1.5 million, and he will be sentenced at a later date. His attorney expressed disappointment with the verdict and indicated a possible appeal. Lancaster Bureau of Police Chief Richard Mendez emphasized the importance of accountability and trust within the department, stating, "No one is above the law."
