FRANKLIN COUNTY, Pa. (WHP) — The shooter who opened fire on state troopers has been revealed to be a 31-year-old man from Dundalk, Maryland, with an extensive criminal record, according to court documents.
Lamar Foy is accused of shooting two troopers with a handgun after they chased his vehicle onto I-81 following a retail theft, according to charging documents filed for two women also charged in the case.
Troopers returned fire, killing Foy.
It all began after troopers responded to Dick’s Sporting Goods on 1320 Lincoln Way East in Guilford Township around 6:14 p.m. Wednesday after getting reports of three people stealing clothing.
The report indicated that two women and a man were involved in the theft and fled the scene in a van toward I-81, police wrote in court documents.
Troopers found the vehicle driving south on I-81 near Exit 16 and tried to pull it over.
The vehicle failed to stop, and troopers entered a high-speed chase.
After using tire spikes, authorities were able to stop the vehicle near mile marker 3.
Two females who were allegedly involved in the Dick’s Sporting Good theft got out of the vehicle, complied with police and were taken into custody.
They were identified as Giani McGowan, 21, and Amir Swift, 21, both of Baltimore, Maryland, according to investigators.
That’s when the driver, identified as Foy, allegedly pulled a handgun and fired at troopers, striking two of them.
Troopers returned gunfire at Foy, and he died at the scene.
Just past midnight Thursday, troopers searched the vehicle and found a large quantity of THC, plastic bags with an unknown white powdery substance, a brown powdery substance, and unmarked capsuled with unknown substances.
Police said Dick’s Sporting Goods reported the group had stolen $1,066 in stolen items.
Both women involved are facing charges related to retail theft and drug possession and were denied bail due to not living in the area and fleeing state police, their court records show.
Criminal past
According to court records filed in Maryland, a warrant was filed for Foy's arrest on July 11 after he allegedly failed to appear in court on charges related to drug possession with intent to distribute. As of Thursday morning, that warrant still appears to be active on the court system's website.
The court system also has record of other charges filed this year, including arson, aggravated assault, and destruction of property.
Prior to this year, he was also charged in 2017 for concealing a dangerous weapon, and in 2011, he was charged with attempted murder of the first degree and attempted murder of the second degree.
Baltimore Police Department also put out a release back in 2017 that identified Foy as a suspect in another attempted murder investigation. An article from The Baltimore Sun connected Foy then as the same suspect from the 2011 attempted murder case.
